Wonderful find! As far as I know, this is the first archived copy of the Twiggy version of COBOL.
It's nice to see this, even though I'm unlikely to ever use it.
Way back in 1999, I came across an eBay listing for an unopened Lisa COBOL on Twiggy disks. At the time, I wasn't aware of there being any software available for sale or for download from public archives that would enable you to write programs on Lisa 1 machines, and so I attempted to buy it: better COBOL than nothing! But I got bid-sniped. It took about thirteen years before I won an eBay auction for the Pascal Workshop copy that now lives on Bitsavers.
So it's good to see that COBOL made it here in the end! Well done @ried :-)
(Would it even have worked without the Workshop?)
