There are a few potentiometers at the top of the video board. It is common for these to develop poor contact and cause the video to jitter, roll, etc. The sideways jitter is probably related to the "width" or "hor phase" pot.

Often it is enough to move the problem potentiometer slightly to obtain a good display. Otherwise, replace the potentiometer(s).

Beware of the high voltage and implosion risk hazards of working around the CRT.
