By the way the blasted capacitor should be replaced with a new one.
You can use 0,1mikroFarad or similar e.g. 0,047 up to 0,22 but you
have to be carefull with the voltage. The new cap must have the same
or better more voltage than the old one. For example the blasted one
has 400V= or 230V˜ (means 400 Volt DC or 230 Volt AC) then replace it
with a new cap with more voltage and you will see, it will work
longer :-)
Don't use bipolar caps with the same data, this cap has to be a film
capacitor! That's important!
And be carful, when soldering. You work on parts which usually have
high voltage.
By the way: This cap is only for filtering signals from the PSU to the public grid or reverse. You really don't need it, but electric companies think a little bit different. If you ran the PSU without this cap a radio can be disrupted, a.s.o.
