CPU board not working?

I'm trying to get my second Lisa working. I have verified all of the parts on the computer are working except the CPU board. I have checked all of the removeable chips including CPU, and ROMs, in my other CPU board, and they are working. With the nonworking board in place, the system power light comes on, but nothing else happens. There is no click, nothing on the screen. Has anyone experienced this problem before?
