I believe you have to highlight the icon of the application in question on the floppy, then choose "make duplicate" or "make copy" and then drag the copy to the Profile/Widget.

It's been a while since I've had to do it (knock on wood) but I seem to remember you can't drag a copy directly.

Now I have to go dig out my doc- it's going to bug me until I get the answer, and that's going to be easier than firing up a machine and trying it <grin>
