MacWorks XL 3.0 will run up to System 3.2/Finder 5.3, IIGC (If I Googled Correctly).
MacWorks Plus 1.0.18 or 1.1h will run up to System 6.0.2 (6.0.3 will run, but some features are not fully implemented).
I believe the emulator currently supports MacWorks XL 3.0 and earlier, but perhaps MacWorks Plus will also work.
MacWorks Plus II will run up to System 7.5. However, I suspect that MW+II won't run properly on the current emulator (since MW+II included extra hardware).

I would expect the simplest thing is to look for the Mac System Install disk images read-to-use (eg. in the DiskCopy 4.2 image format)
Or, use DiskCopy 4.2 or DART to make an image from a (real) floppy disk.
This may be a hallucination, but I recall an image mounter program that
could mount a disk image as a writable volume; with that, you could drag
installer files from a CD to build the image.
Those alternatives presuppose that you can run 68k software, which may NOT
