I have some rough steps in a text file, and am hoping to free up some time in the next week or so to work on better documentation. I will post the docs and an image of the SD card to make it easier for folks. WiFi was tricky to get right.
My Pi is a Pi 3 B+ running Ubuntu 16.04 with Postfix to provide the UUCP mail conversion. It’s connected to the QPB using a USB serial converter. Haven’t tried using the GPIO pins. I have a domain whose MX record points to my home IP address, and have port forwarding enabled to ensure SNMP makes it to the Pi.

No, there is no ROM ID; in lieu of a ROM, the Tecmar card had a
configuration DIP-switch that is read by software.
As the only effect of changing the switch seemed to be making the
board unrecognized, this board has the known-to-work setting pre-set
so that existing software will identify it as a Tecmar card. (A
DIP-switch can be installed later if desired.)

The Tecmar card used the 8250. The 16550 is much easier to find now.
