Fuzix (https://github.com/EtchedPixels/FUZIX) might be a good choice when it's further along. It's meant to be portable, but they're using a simple simulated 68k architecture as their "bring-up platform".

I have plenty of unix machines already---even 68k-based ones (NeXTs...)---so I have different plans for something to boot with the bootloader.
