Car light bulbs are an excellent suggestion for dummy loads! Even though headlamp bulbs are 12v, they can make a great load for the +5v rail.

This might be helpful---I was able to carry out a bench test of 1.2A and 1.8A power supplies using the procedure I describe here:

If you do the same, you may be able to isolate the problem to the PSU---or get closer to ruling it out. Do make sure you have resistors that are up to dissipating all that power, though

For PSU testing I use vehicle lightbulbs as dummy loads. You certainly know these spares boxes with lightbulbs where you need one or two for your car and the others are never used? Solder wired to them with alligator clips or 4mm plugs and put them onto a heat-resistant surface.

IIRC a Lisa with I/O board removed will start up immediately (ignoring the power switch) and generate a raster, but selftest hangs. That mode can be used to probe voltages in-situ with most of the load applied.
