I'm not a Lisa hardware expert, but for a first pass try to determine if the processor is even running.  Check the various lines with a logic probe or scope and see if there is life anywhere.

I have checked all of the removeable chips including CPU, and ROMs, in my other CPU board, and they are working. With the nonworking board in place, the system power light comes on, but nothing else happens. There is no click, nothing on the screen. Has anyone experienced this problem before?
