is there anyway to get my system to boot a floppy?

I have a 2/5 with a 2/10 I/O board (everything works except the floppy drive, my 2/5 I/O board is kaput). I also have an 800k floppy with ROMs. All disks error out with error 23. I can't believe that all of my floppies (20 or so) are bad.
