As far as I know, the Lisa's ROM was always the same regardless of the country. The ROM contains a set of menu phrases for several languages (e.g. English, French, German) which are activated based on the KEYBOARD.
When the Lisa starts, its ROM determines the keyboard language. If the keyboard says it is a Franch keyboard, then the Lisa ROM displays its menus and messages in French.
I believe that if the keyboard type is unknown to the Lisa, then it uses either English or shows several different languages at the same time.
