I expect you're right. The OS doesn't see the USB floppies the same way as the built-ins. If you've ever tried to install software from a USB floppy,
you may have noticed.

You can find Creator Changer on the page: http://macintroid.tripod.com/macintroid/id6.html I also have a .sit copy if that site doesn't work. Author's email is shown as cwasko_at_email.domain.hidden in the about box - but it's pretty old. I can't remember if it's freeware or shareware and the site doesn't say.

I don't think it plays well with Classic.
