Your mouse:
Try to test it with a Mac Plus. If the problem still exists, it's the mouse. If not it's your Lisa motherboard. You also can use a Mac Plus mouse for your Lisa.
I don't believe the internal sensor is weak. I never had seen such a non-working sensor, but I know this problem "no horizontal moves" Try this: open mouse, turn the small axis with the wheel manually. Sometimes it's got stuck. Sometimes the sensor is full of dust. The most common error is a bended cable. Use a ohm-meter and test all connections from the mouse board to the mouse plug.

Please do that at first. It's not so much work to do, as if it would be a motherboard with 200 pins :-)
