I think I understand what happens.
In allegro Mouse acceleration is most of the time 0. So mouse movments
are much slower in an allegro window than in other parts of the
screen.
When you select fastest speed, mouse is checked more often, probably
too much because you have a very fast machine (My best is a 1.4GHz
(well, of course my best is a 5MHz, let's say it's my second best)).
so, in fact the mouse movment is too close to 0 and is rounded to 0.
The solution is partly in allegro but I know mouse support is not perfect under OSX.
