Bearing failure on drive spindles is a very common problem with old drives. The squeal is often the anti-static jumper at the end of the spindle drive shaft. It's there to discharge the static buildup that can occur between the rotating platter and the rest of the drive. The black dust can come from the graphite lubricant at the contact point. Some people just take it off, you run the risk of blowing the head preamps through a static discharge if you do that, though.
The heads can also squeal as they come up to speed. This may go away with time as the platter lubricant gets spread around again.
