I've successfully used aluminum foil and double sided foam tape (normally used to insulate doorways in colder regions). The aluminum foil has to be covered by clear plastic tape so it doesn't short out the contacts on the keyboard PCB. The original was mylar, just like the inside of potato chips, but as you've obviously seen if you've taken apart these types of keyboards, the mylar falls apart after a while and stops working, or the foam falls apart and key no longer bounces back.

I was also able to find a round punch kit meant for use with leatherwork that had the right diameter, and simply used it along with a hammer to cut out rounds for the keyboard. It's a very laborious, boring, annoying process, so you'll want to do it once and have it last many years, so use durable materials.

If you can find some factory in China that will make these, in such a way as they'll last more than 20-30 years, I'll happily buy a few sets.
