Possibly. Before you go twiddling around high voltages with metallic objects (please read previous post), you might want to try and degauss the CRT. It sounds like that may be the problem. As CRTs age, the electron gun(s) can have difficulty staying focused at the extreme edges and degaussing can sometimes help.
