2MB are ok with System 7.1, but you should consider using RAMCharger: http://www.jumpdev.com/orc/OptiMemRAMCharger.html#LABEL_DOWNLOAD_LOCATIONS

Don't mount or switch on the external hard disk- just start your MacPortable- when the system is running, switch on your external hard disk, wait a little bit until the hard disk is ready (wait approx. 20 -30 sec.) Then open your HDT Toolkit- HDT "sees" all connected hard disks- don't mount it!
Then you can do a low level format (with an Interleave factor 3, if possible)- after the LLF has been completed, initialize your hard disk.  I have installed my System 7.1 on the Lisa hard disk using my MacPortable, but only choose the following option: installation for Macintosh Plus! That is very important!
Or you choose: minimum software for Macintosh Plus( only if you don't want to have all features of System 7.1.
After the installation , the Lisa should start fine from your fresh installed System 7.1 (or 6.0.x etc.)

Now you know how to do it.
But it would be even better to use older HDT verions: 1.7, 1.7.5 or 1.8. HDT 4.5 always installs a bigger "fat" hard disk driver to be compatible with PowerMacs, unnecessarily consuming memory. Even Silverlining 4.x or Ontrack Disk manager Mac 4.x are ok.
